CHANGES TO THE RULES FOR FOREIGN CITIZENS

FOR CROSSING THE UKRAINIAN BORDER

From August 5, 2021, the rules for crossing the Ukrainian border for foreign citizens and persons with a permanent residence permit are changed, due to the spread of the Coronavirus strain "Delta" in the world; the Cabinet of Ministers amended the "quarantine" Resolution No. 236 dated December 9, 2020.

 

According to the new rules, to cross the Ukrainian border

all foreign citizens must have a policy (certificate) of insurance in case of COVID-19 disease,

and one of the following documents:

 

• a certificate of a negative PCR test result for COVID-19 (done no more than 72 hours before the entry);
• a negative rapid (express) test result for the coronavirus SARS-CoV-2 antigen detection (done no more than 72 hours before the entry);
• a document confirming the receipt of a full course of vaccination against COVID-19 with vaccines included by WHO (World Health Organization) in the list, approved for emergency use, issued in accordance with IHR (International Health Regulations) or in accordance with international agreements concluded by Ukraine on mutual recognition of vaccination documents.

 

If there is no document confirming the receipt of the full course of vaccination against COVID-19 with vaccines included by WHO, the foreigner (except the persons under 18 years of age and other categories of foreigners defined by the decree) installs the application “Act at Home” (the “Vdoma” mobile app, which monitors self-isolation), and undertakes to start self-isolation 72 hours after entry in case there is absence of a negative PCR test result for COVID-19 or a rapid (express) test for the determination of the SARS-CoV-2 coronavirus antigen, made within 72 hours from the moment of crossing the Ukrainian border.

 

If it is impossible to use the mobile application “Act at Home” (“Vdoma”), the individual is subject to observation (stay in a medical facility under supervision).

 

Important! The application “Act at Home” (“Vdoma”) does not control or restrict the user's movement for the first 72 hours after crossing the border. The application will monitor self-isolation from the third day or in case of a positive PCR test result for COVID-19 or a rapid (express) test for the determination of the SARS-CoV-2 coronavirus antigen.

 

All persons, regardless of nationality, who came from Russia or India and stayed in these countries for more than 7 days in the last two weeks, will be subject to stricter self-isolation rules.

 

In particular, they must undergo mandatory 14-day isolation, starting from the moment of the state border crossing, without the right to its early termination.
